Soap. I use soap on my very old windows. This is assuming of course that you can actually get them open. Once you do just rub them with a bar of soap. This usually lasts me through the summer. Some times I have to do it again but as the weather turns the wood swells sometimes so it's not usually bad all the time.

Hope this work. It's cheap and easy.
