Reinforce the winter window film with tape and cut the hole

Apply four strips of cellophane tape to the winter window film surrounding the wand hook. Overlap each strip at the corners so they reinforce each other. Then cut out the center of the square with a new utility blade (a dull blade will rip the film).

Cut holes in the shrink film so you can access the wand and lift cords. Start by removing the rotating wand from the blinds before you apply the window shrink film. To unhook the wand, lift the retaining ring (if any) and lift the wand off the hook. Apply the window film, shrink it in place, apply tape and cut holes.

Install the wand and pull out the lift cords

Extract the lift cords

Pull the lifting cords out of the hole. Then you can raise and lower the blinds all winter with the window shrink film in place.

Once you cut the holes you can reinstall the wand and access the lift cords. Make sure you know how to measure windows for blinds.
