Having the drawers positioned immediately above the pull out shelf is asking for trouble.
I think it would be better to turn the shelf into a box and locate the drawers within said box. In other words, drawers within a larger drawer. The glides would need to be heavier. It might also be necessary to use two glides on each side.

Designed this way, the three smaller drawers would be located BELOW the work surface. One could open them without worrying about what might be sitting on the shelf.

I would be happy to provide an illustration for anyone wishing one. As I plan on building this, it would not be any trouble. I just hope my design will not be too tipsy. I'll find out the hard way if it is. ;(
