In addition to cleaning the carburetor. I replace a float that was damaged. When I re-installed the carburetor my snow blower engine fired right up but kept revving higher and higher out of control. I adjusted the power adjusting screw and the idle mixture screw like it said in the manual. No dice. Toro Model 38083

Never tear your carburetor apart without obtaining a rebuild/o-ring seal kit first. The Ethanol in the gas causes the Buna-N o-rings and seals to swell.

If it locked up without any other indication of mechanical problems (like something breaking in the crank case which would have been really loud), it sounds like your blade break is engaged. Check the stop cable to see if it came loose or stretched. The cables need to be replaced occasionally.

Read this article, but I have another problem. Stopped my mower to empty the grass catcher & when I tried to restart the mower, the blade was locked up.
Pulled the plug & also removed the air filter. I did not detect any excessive gas buildup. Blade still locked. Any suggestions?
