Instead of rebar, can I use a steel coat hanger for small rusted tools and stuffs? Can I use plastic container?

This is a great project But.... where are the directions, how much water, how much soap powder,what do we set the battery charger at ( I have the same exact model and it has different settings.) most of all what about safety?
