I find when I don't have a bit handy to make a pilot hole, a slightly larger screw works to enlarge the hole in the first board. As an alternate, run the screw down all the way then back it out to the first board. Then while putting pressure on the top board, screw it in again. This usually tightens the connection.

I have another tip. If you do a lot of tile floor work and have to put down backerboard sometimes. For this a drill driver is much easier than a regular drill. It has that extra torque you need for those backerboard screws. This also works for hardyboard in shower and tub enclosures.
