Even the newest CFL lights take abit to get to full brightness. The cold rated ones don't work in cold wisconsin winters (or struggle) There are yellow-ish cfl's and daylight types but both give off a harsh cold light. We prefer to have normal incandescents in the bedrooms and bathrooms for a warmer light. Going with a more cost savings light both for outdoor and indoor I've used instead of the CFL's the new LED lights -- they give off a nice light, turn on right away to full light, cost (for energy use) tons less than CFL's and last lots longer. The cost for LED lights are going down and hopefully it keeps going down for now I've used it for lights that stay on a long time - such as any outdoor lights and others that may be on for a long time ... they give off no heat as well.
