I think the "rust" refers to light surface rust, which can be lightly sanded and feathered. I have used this approach many time, but the comment about not being a paint shop result is accurate.

All wrong, I have 20 years experience in European shops here in the U.S. For chips use rubbing alcohol, then your paint, followed by clear nail polish. DO NOT sand your car. If you have rust think of it like cancer it HAS to be cut out.
